南淝河岸边将现老码头主题公园   改造抬高沿河路,更换护栏增设矮墙,新建防洪文化墙,新建老码头主题公园,抬高河岸两侧步道……11月2日,江淮晨报、江淮网记者从合肥市排管办获悉,南淝河防洪完善工程立项正式获批,将对未达到百年一遇防洪标准及存在结构安全隐患的河道堤防进行改造。   潜山路~合作化路段   (河道长约1.6公里)   左岸 解决方案:改造抬高沿河路   沿河路(潜山路~半岛公园)刚完成绿道建设和景观提升。维持现状,利用万科城市之光内部道路实行防汛巡视。沿河路(思和苑~合作化路)路边北侧建成社会停车场,同步改造沿河路为沥青路面,整体抬高1~1.5米,路边通过缓坡与河岸顺接。   右岸 解决方案:分四段进行堤防改造   清溪路以北的防洪闭合圈尚未形成,当出现百年设计洪水位时,将淹没天一家园、淝河新村约15公顷的建成区。根据周边环境的不同分成4段,用不同手法进行堤防改造。   其中,潜山路~小游园段,设计在其中构建微地形,在不同的区段根据场地情况采用不同的高程,做到地形高低起伏的效果,以改善现状环境,同时给市民提供更好的休憩空间。   小游园~大游园段,计划新建堤防高度达到1.9~2.2米,在岸边新建防洪墙,并设置木栈道。而在大游园段,计划利用滨河游园空间,新建微地形景观,形成防洪闭合圈。大游园~合作化路段,考虑抬高岸边绿化带,新建滨河步道及景观花坛。   怀宁路~潜山路   (河道长约4.22公里)   解决方案:城中村改造   左岸不存在防洪问题,建议维持现状。   右岸熊大郢和西新庄约有3.1公顷的已建区域低于洪水位,这个区域为城中村,即将整体改造。   西一环~亳州路   (河道长约2.1公里)   解决方案:护栏增设矮墙   右岸步道外的绿化带景观已经形成,左岸步道外紧邻沿河路,不存在改造空间。本次设计维持河道周边的绿化景观,并结合周边的场地条件,对现状护栏进行改造,在现状栏杆下增设矮墙,其上设置栏杆。   交通厅桥~长江路   (河道长约0.68公里)   解决方案:栏杆增设矮墙   现状左岸不满足河道超过要求,因场地限制仅能对现状栏杆进行改造,增设矮墙。现状损坏段的护岸为地铁施工时造成的,由其重建。   二里河~屯溪路   (河道长约0.54公里)   解决方案:新建码头主题公园   左岸满足防洪要求,主要问题为右岸堤防,堤防低于洪水位,总长度约430米。目前,河道右岸存在一处废弃的码头,码头长约208米,总面积约为4800平方米。   计划以现状码头为基底,建设一个码头主题公园,结合公园景观需要,在公园特定位置设置雕塑,以突出码头的主题,传承老码头历史。另外,结合场地周边条件,在码头公园内新建防洪墙,防洪墙与微地形、花坛、台阶相结合。   码头外其余河段新建1.1~1.5米防洪墙,并对栏杆进行改造,以满足防洪要求,形成防洪封闭圈。今后,码头主题公园既能满足码头的功能,又能让市民观水、亲水。   长江路~芜湖路(河道长约0.68公里)   解决方案:计划新建防洪文化墙   长江路~长江东大街   该段长约520米,河岸紧邻道路人行道,可利用空间较小,设计提出了多种方案。其中,值得关注的有两个方案:   方案一:计划新建防洪文化墙,主题是合肥的昨天与今天,通过新老照片的对比,勾起老合肥人对旧日时光的回忆,同时反映出合肥的发展与变迁。   方案二:河道左岸防洪设施采用景观墙,纳入木滩街片区整体改造一并实施,右岸挡墙样式与左岸保持一致。   长江东大街~芜湖路   该段河道长约550米,本次设计抬高0.3米人行步道,在此基础上在原有栏杆下新建矮墙,在矮墙迎水侧设置种植槽,种植藤蔓类植物上爬下垂,遮迎水侧硬质护岸。   屯溪路~铜陵路   (河道长约0.88公里)   解决方案:抬高两岸步道   右岸抬高步道,改造现状栏杆;左岸抬高步道,新建花坛坐凳,同时为周边的居民提供休憩空间。   铜陵路~当涂路   (河道长约1.62公里)   解决方案:清除、修正部分灌木   综合考虑,将清除迎水坡20年一遇洪水位以下的灌木(木芙蓉、木棉花),对20年一遇洪水位以上的进行修整。在堤顶边新建景观防洪墙。   泵站   低排区将新建5座雨水排涝泵站   根据相关规划以及现场调查结果,设计在城市低排区新建5座雨水排涝泵站,改造后各区域排涝能力达到5年一遇标准。其中,潜山路排涝泵站服务范围是西起潜山路,东至西一环,北起沿河路,南至清溪路。该区域排涝总服务面积约15公顷。   巢湖南路排涝泵站,位于巢湖南路与二里河交口处东南角,泵站建成后与二里河现状污水泵站统一管理,服务范围16公顷。在巢湖路与当涂支路交口西侧,新建周谷堆排涝泵站,并新建分流干管,与现状西李郢排涝泵站配套使用。   另外,长丰南路排涝泵站选址位于霍山路以北、肥西路以东,服务面积约9.56公顷。武警排涝泵站选址南淝河与肥西路交口西北角、四里河和沿河路环抱区域。   附属   新增部分路灯 顺河南、北路将改建   除了重点对堤防改造、新建一批排涝泵站之外,本次设计还将对沿线路灯进行提升。董铺水库~屯溪路段,仅对损坏的路灯进行更换;交通厅桥~寿春路段,随河道护栏改造重建栏杆边路灯。屯溪路~当涂路段,没有路灯的堤防按照单侧方式布置。   而在沿河道路及人行步道方面,本次设计的顺河北路全长约334米,顺河南路全长约981米,分别位于南淝河(潜山路~合作化路)的两岸,计划破除水泥混凝土路面,新建沥青路面。   晨报首席记者 方佳伟 通讯员 李传明 吕涛相关的主题文章:
